PURPOSE:To improve the highest frequency to be divided of a frequency dividing circuit by flowing a current slightly to a gate circuit and a flip flop circuit to set always them to the operating state. CONSTITUTION:Resistances 20 and 21 are connected for the purpose of keeping always the flip flop circuit consisting of transistors TRs 5 and 6 and a data input gate consisting of TRs 7 and 8 in the turn-on state. In a block 1, the flip flop circuit is slightly inverted because the current flows slightly to the flip flop circuit consisting of TRs 5 and 6 by the resistance 20 simultaneously with data read. Therefore, it is inverted completely when data is inputted, and it is set to the latch state quickly. The current flows slightly to the TR 8 of the input gate and the input gate is operated slightly in accordance with the output state of a block 2, and therefore, data can be inputted immediately when the input mode is set.
