PURPOSE:To obtain the titled composition excellent in flame retardancy, mechanical properties and electrical insulation property, by mixing a specified polyhydroxyhydrocarbon polymer with a polyisocyanate compound and a phosphoric ester compound. CONSTITUTION:The titled composition having a dielectric constant <=4.0 at 10kHz is obtained by mixing a normally liquid or waxy polyhydroxyhydrocarbon polymer (A) which has the number of hydroxyl groups on the average per molecule >=1.5 and a number-average MW of 500-20,000 and whose main chain mainly consists of a saturated hydrocarbon (e.g., a polyolefin polyol which is a hydrogenated derivative of a polyhydroxydiene polymer obtained from a conjugated diene and, optionally, a vinyl monomer) with a polyisocyanate (B) in an amount to provide a ratio of its NCO grups to the OH groups of component A of 0.7-1.5 and a normally liquid halogen-free phosphoric ester compound free of a functional group reactive with OH or NCO, in an amount to provide a phosphorus content in the obtained composition or 0.5-4wt%.
