PURPOSE:To reduce the size of a device and to facilitate its handling by charging tone electrostatically and supplying it to a brush means, and recovering toner remaining at a brush means after development and carrying the brush means again to a toner supply area after the toner density is made uniform. CONSTITUTION:Toner 25 in a toner hopper 23 while charged electrostatically by friction through the rotation of a toner supply roller 24 is supplied in a uniform thin layer to a magnetic brush 14 in the presence of a specific toner supply bias voltage. Then, the magnetic brush 14 to which the toner is supplied is conveyed to the side of a photosensitive drum 11 and an electrostatic latent image 16 formed on the photosensitive drum 14 is developed in the presence of the specific developing bias voltage. The magnetic brush 14 has a toner density difference (unevenness) corresponding to the image after the development, but residual toner on the magnetic brush 14 is moved to a toner recovery roller 18 with a bias voltage force for toner recovery and then recovered. Consequently, the toner density difference of the magnetic brush 14 is eliminated and uniform density is obtained.
