PURPOSE:To obtain a highly-precise operation terminal characteristic and to improve controllability by deciding and outputting an output pulse width for measuring a characteristic according to the relation between an opening and pulse widths measured until the last time. CONSTITUTION:An equipment to be measured 7 is selected and requested by an operator request device 5. An operator interface/decision device for minimum pulse width 1 collects the opening 6 of said equipment 7 from an input/output device 8 as an information 12. When the first outputted pulse width satisfies that it is outputted in the direction of increasing pulse width and the position deviation >0, said device 1 outputs a message that an interlock is OK to the operator request device 5. When the first pulse width is outputted in the direction of decreasing pulse width and satisfies the position deviation <0, the interlock is normal and therefore said device 1 outputs the message that the interlock is OK. On the other hand, if the interlock does not operate normally, said device 1 outputs the message that the interlock is NG to the operator request device 5 and completes the processing of the interface/decision device for minimum pulse width 1.
