PURPOSE:To prevent the increase in memory capacity attended with speed conversion by allowing a low speed packet exchange to process a low speed packet to be inputted when the traffic of a packet multiplex line at the output side is a prescribed value or below and allowing a high speed packet exchange to apply speed conversion and processing when the traffic exceeds a prescribed value. CONSTITUTION:When the traffic on a multiplex line 28 is a prescribed value or over, an LP processed by a low speed packet (LP) exchange 17 passes through an inter-exchange line 31 and is subject to speed conversion by a high speed packet exchange 18 and the result is fed to an HP output queue 22 through a high speed packet (HP) bus 20. A packet multiplex line management and read controller 29, according to a prescribed algorithm, sends a packet from the LP output queue 21 of the HP output queue 22 through time division multiplex to a packet multiplex line 28. Since the low speed packet is not converted into a high speed packet, not as required, then the processing quantity of packets by the high speed packet exchange is not increased much.
