PURPOSE:To freely transmit and receive freely character information such as transmitter recording information without damaging the binary image information read from an original by editing the character information to the unit of one page, transmitting it without converting to binary image information, converting it to the binary image information at a receiving side and outputting it to a recording part. CONSTITUTION:A terminal control part 1 and a communicating control part 2 are provided. The terminal control part 1 is connected to an input control part 3 and the communicating control part 2, the character information inputted from a keyboard 5 can be received, the character information is edited by the form of the output of one page, not encoded, and can be transmitted via an encoding part 8 through a communicating port 10. From the mixing information mixing the received image information and the character information, the character information and the encoded image information are discriminated and two pieces of the mixing information is classified to one-page unit and the recording output can be executed.
