PURPOSE:To prevent the leakage of water stored on the upstream side to the downstream side through the creases by a method in which the height of the crease formed on the corners of a flexible film rising and falling dam is equalized to or higher than the height of the top of the dam. CONSTITUTION:A flexible film rising and falling dam 1 is attached over the river bed 2 and the slope 9 and caused to rise or fall down by air, The dam 1 is set to meet the relationship R=1.1H-1.15H, where R is the attaching height of slope and H is height of dam, thereby equalizing the height (h) of the crease 7 on corners to the height H of the top 10 of dam or making it higher than the height H. The leakage of water stored on the upstream side through the creases 7 to the downstream side can thus be prevented.
