PURPOSE:To enable the title device to be started up immediately even if it was disposed in a cold district and to enhance the dielectric strength by providing a bypass path in parallel with a cooling path, and optimally adjusting the temperature of the coolant. CONSTITUTION:If a transformer is disposed in a cold district, the temperature of the fluorocarbon circulating in a cooling duct 6 is measured by a temperature sensor 24a disposed in an upper conduit 11a, and if the temperature of the fluorocarbon is in the order of 0 deg.C, a flow rate adjusting valve 22c is opened and a valve 22d following the cooling path is closed by the order of a controller 25, thereby passing the fluorocarbon only to a bypass pipe 20. And, after turning on a heater 23 to raise the carbon temperature to around a room temperature, the transformer is started up. Similarly, the carbon temperatures in the various parts are measured by temperature sensors 24b-24d of a coolant tank 10 and a conduit 11b under the pipe 20, and from the result thereof, the opening and closure of adjusting valves 22a, 22b of a mixer 21 are adjusted to mix the respective coolants flowing through the pipe 20 and the cooling path, thereby optimizing the coolant temperature to the duct 6.
