PURPOSE:To increase the surface activity of a fluorine series surface active agent having at least one carboxyl group in a molecule, by acid halogenating the same with a substance caused the acid halogenation with the same. CONSTITUTION:The titled surface active agent is prepared by acid halogenating the fluorine series surface active agent having at least one carboxyl group in the molecule by using a material which cause the acid halogenation with said surface active agent. The fluorine series surface active agent contg. 1-20 carboxyl group in the molecule, for instance, such as a substance exemplified by the formula I (n=1-50), is suitable as the above-mentioned fluorine series surface active agent. Then, phosphoryl chloride, thionyl chloride, phosphorous pentachloride, benzoyl chloride, benzoyl fluoride and phthalic chloride, etc., are exemplified as the material causing the acid halogenation.
