PURPOSE:To secure high electric conductivity between the matter to be dehydrated and a cathode through a filter medium by providing a pressurizing means so as to always filling up a part of filtrate in drain passages of filtrate in the cathode side of electroosmosis dehydrator. CONSTITUTION:The cathode 2 with drain ditches and a filtrate receiving pan 6 which receives the filter medium 3 and works as the pressurizing means are provided. The water working as a conductive medium is filled in advance in the filtrate receiving pan 6 to the height of an overflow water discharge port 6a. When the dehydration by electroosmosis is started, the water contained in sludge 5 is moved to the cathode side by the action of electroosmosis and is discharged to the outside of the system through the overflow water discharge port 6a. In this case, as the filter medium 3 and the drain ditches 2a are filled with the filtrate, an uniformly high electric conductivity is secured between the sludge 5 and the cathode 2.
