PURPOSE:To easily obtain desired pit and groove depths by previously forming pit arrays to a 1st photoresist layer and forming a 2nd photoresist on the surface thereof, then forming grooves in superposition on the pit arrays. CONSTITUTION:A silane coupling agent layer 2 is provided on the front face of a glass substrate 3 and the 1st photoresist layer 1 is formed thereon. This layer 1 is spirally exposed in the parts of the pit arrays 4 for address by using argon or helium-cadmium laser light. An intermediate layer 6 is formed on the surface of the 1st photoresist layer 1 and a resist is coated thereon by using a spinner and is subjected to prebaking to form the 2nd photoresist layer 9, following which the information recording medium having the grooves 5 is formed. The depth of the grooves 5 which are the pregrooves does not exceed the thickness (b) of the 2nd photoresist layer 9 in spite of overexposing if the pit arrays 4 and the grooves 5 are formed in such a manner. The information recording medium which maintains the initial pit and groove depths without changing in spite of a change in the exposing and developing conditions is thereby easily obtd.
