PURPOSE:To suitably change the number of the times of transfer, to execute the adjustment of a waiting time from generation to transfer and to execute the load adjustment of the line of a network by changing the capacity of a transfer exclusive file in accordance with a system. CONSTITUTION:A transfer exclusive file 25 capable of setting veriably a capacity by a command is provided, the transfer information is once shifted from a transfer source buffer 43 to the transfer exclusive file 25 and every time the file is full, the whole storing information can be sent by on transfer processing. When the transfer information quantity is much, the transfer exclusive file 25 is enlarged, the information quantity sent by one transmission is made much and when the transfer information quantity is little, the transfer exclusive file 25 is made smaller. thus, the number of the times of the transfer is made smaller, the overhead of the network line is minimized, the number of the times of transfer is made larger, the waiting time from generation up to transfer is shortened and the line load of the network can be adjusted with on-line.
