PURPOSE:To provide a high-friction braking force via high attraction realized by the direct contact between magnetic poles made of a material with magnetic permeability and a rail and a friction material with a high friction coefficient. CONSTITUTION:A friction material is fitted at least at one position between magnetic poles of an electromagnetic coil 1 and on the outsides of magnetic poles on both ends so that the magnetic pole is brought into direct contact with a rail 4 during the operation of a rail brake and most of the attraction to the rail 4 by the magnetic attraction is applied to the friction material.
