PURPOSE:To keep bacteria in high concn. by constituting a carrier for treating sewage as a porous carrier composed of a water-insoluble substance having an anion exchange group on the surface and/or interior thereof and partially dissociated in water to be positively charged and having an open-cell structure. CONSTITUTION:The bacteria immobilized carriers 15, 16 charged in a denitrifying tank 1 and a nitrifying tank 2 are constituted of a porous carrier having an anion exchange group on the surface and/or interior thereof and having an open-cell structure. As the anion exchange group, polyethyleneimine or dimethylaminoethyl is used. By this constitution, the carriers have positively charged surfaces and bacteria whose surfaces are negatively charged in water are easily adsorbed on the carrier and denitrifying and nitrifying bacteria are supported in high concn.
