<p>PURPOSE:To avoid the lowering in the coding efficiency at a discontinuous part of a block boundary by executing gap discrimination loopback processing before execution of vertical direction duplicate orthogonal transformation after horizontal direction duplicate orthogonal transformation and frame/field rearrangement are executed. CONSTITUTION:An interlaced picture signal 1 is separated into odd and even numbered field signals 2, 3, and a 1-field delay circuit 4 and a scan convrter 5 output the signals as a non-interlace processed frame picture signal 6. The signal 6 is given to a horizontal direction duplicate block processing section 7 and a horizontal LOT section 9, from which a signal 12 subjected to duplicate orthogonal transformations is obtained and it is rearranged by a frame/field rearrangement section 13. After the signal 14 is subjected to block processing by a vertical direction duplicate block processing section 15, before the vertical LOT section 19 applies duplicate orthogonal transformation to the signal, a gap discrimination.loopback processing section 17 processes the signal 6 by information 11 outputted from a coded mode discrimination section 10. Thus, the lowering in the coding efficiency at a discontinuous part of a block boundary is avoided.</p> |
