PURPOSE:To prevent coded data not sent when data overflow from being concentrated onto a specific block. CONSTITUTION:When information is written in a transmission format to a predetermined area provided corresponding to each small block unit, coded data overflowing the prescribed area provided corresponding to in the unit of each small block are stored in a storage means 108 in the unit of small blocks and the coded data overflowing the prescribed area are measured by an overflow detection circuit 106 in the unit of large blocks. The transmission of the coded data read from a storage means 108 is stopped corresponding to the measured value by replacing an EOB by an EOB addition circuit 109 so as to distribute the data whose transmission is stopped to each small block thereby making the information quantity in the unit of large blocks to be a constant amount. |
