Provided are an information transmission method, apparatus and system based on a non-orthogonal multiple access technique. The method is applied to a base station (eNB). The method comprises: the eNB sends first information and second information about a user equipment (UE) to the UE through the same resource; and the eNB sends instruction information to the UE, and instructs, through the instruction information, the UE to superpose the first information about the UE to the resource sending the second information about the UE. By means of the method, apparatus and system in the embodiments of the present invention, the system capacity of a user's control channel region can be improved, thereby improving the overall capacity of the system.
