When the oil fluid is flowed into the variable turning accelerating control valve(20), along the bypass line(27) equipped with a check valve(26) bypassing the variable turning accelerating control valve, the flow is guided to the returning line(R), during complex action of rise and swing of the boom, the pressure of the returning line is increased, so the oil pressure is supplied to a chamber(24) connected to the returning line.
