PROBLEM TO BE SOLVED: To obtain a catalyst for oxidation-reduction reaction consisting of a dielectric and having improved activity based on polarity. SOLUTION: A sintered compact catalyst for oxidation-reduction reaction is obtained by mixing, sintering, combining a colloid of a dielectric fine powder and a semiconductive metal oxide and the permeability of a liquid and a continuous treatment are attained by adequately adding further a metal oxide as a binder, a layer compound for fractionation as a filler for fractionation, a foam generating agent and the like in the sintered compact catalyst and sintering to form a porous sintered compact. The catalyst for oxidation-reduction reaction with a super-fine particle metal dispersed and carried is obtained by adsorbing and depositing a metal in a metal aq. solution on the sintered compact of the catalyst.
