PROBLEM TO BE SOLVED: To increase the concentration of ozone by removing by-product NOx. SOLUTION: In a method for generating ozone by electrostaic discharging in an atmosphere of air or oxygen, plural ozonizers 17, 27 are arranged and an ozone generation suppressing material by-produced with the generation of ozone in each ozonizer is absorbed and removed between the ozonizers. The ozone generating device is directly used for the method and is composed of plural ozonizers 17, 27 for generating ozone by electrostatic discharge and an ozone generating suppressing material absorber 18 arranged between the ozonizers. When the ozone generation suppressing material is NOx, an absorbent consisting of a granular carbonate of an alkali metal or an alkaline earth metal such as sodium carbonate and/or calcium carbonate is suitably used to absorb and remove NOx.
