PROBLEM TO BE SOLVED: To lower the possibility of causing new environmental pollution by compounds produced by decomposition and make complicated control for the decomposition unnecessary by brining an organic compound into contact with functional water having pH value, redox potential, and chlorine concentration within respectively specified ranges. SOLUTION: An organic compound to be decomposed is brought into contact with functional acidic water practically having pH about not lower than 1.0 and not higher than 4.0, redox potential not lower than 800 mV and not higher than 1,500 mV measured by using a platinum electrode as a work electrode and a silver-silver chloride electrode as a reference electrode, and the chlorine concentration not lower than 5 mg/l and not higher than 150 mg/l. Then, when a water tank 101 is filled with water in which an electrolytic substance is dissolved and electricity is supplied to electrodes 103 and 105 from an electric power source 109, acidic water is produced in the positive electrode 105 side. When the organic compound is supplied to the positive electrode 105 side of the water tank 101 from a pipe 115 and brought into contact with the functional water, the organic compound is decomposed. The deactivated functional water is discharged to a tank 119.
|
