摘要 PROBLEM TO BE SOLVED: To make a system physically understandable to an operator by displaying the evaluation result calculated by a critical accident elimination time calculating means and a power flow margin calculating means, and then finding a preventive controlled variable from the evaluation result using a system control equipment, wherein a semiconductor element for power is used. SOLUTION: The most certain data for those not found out from the observed data is estimated by a system state estimating means 4, and then a system model is made. For the system model, a hypothetical accident is set for each facility of a power system 1 by a means of a hypothetical accident setting means 5. Under the conditions of each hypothetical accident, the critical accident elimination time and a value for a power flow margin are found by means of a critical accident elimination time calculating means 6 and a power flow margin calculating means 7 respectively. Then, the two indexes, that is the critical accident elimination time and the value for a power flow margin, are displayed by means of an evaluation result displaying means 8. The evaluation result is received by a preventive controlled variable calculating means 9, and then a preventive controlled variable is found using a system control equipment 2 in which a semiconductor element for power is used.
