PROBLEM TO BE SOLVED: To attain high estimation precision for an estimated blood pressure value. SOLUTION: The estimated blood pressure value EBP when the latest pulse wave propagation time DTRP is decided is determined by an estimated blood pressure value determining means 74 based on the pulse wave propagation time DTRP for 10 pulses including the latest one, heart beat cycle RR, volume pulse wave area ratio VR, and U-time determined by a pulse wave propagation speed information calculating means 64, a heart beat cycle information calculating means 66, a volume pulse wave area information calculating means 68 and a rising period calculating means 70. An estimated blood pressure value EBP with high reliability can be obtained.
