<p>PROBLEM TO BE SOLVED: To surely secure a band, which can be secured at a maximum, at the time point of requesting the use of a network band even without securing the designated network band by knowing how much network band can be actually secured on the side of user terminal. SOLUTION: This system has a center 21 for adding reservation band quantity information to an open message and transmitting it, relay nodes 22 and 23 for securing a band quantity, which can be acquired at present, as a temporary reservation band quantity when that band quantity is less than that reservation band quantity and for replacing that temporary reservation band information with the band information of the open message and a receiver 24 for adding the temporary reservation band information to a reject message and returning it. In this case, when the temporary reservation band quantity added to the reject message is satisfactory, the center 21 transmits the open message again with the band as a reservation band and when an accept message is received from the receiver 24, the network band is secured with that temporary reservation band.</p> |
