A manhole frame and cap assembly. For use in new road construction or road resurfacing, where the assembly sits on a manhole shaft, adjustment rings, stones, mortar, bricks or any other suitable material. The manhole frame assembly includes two parts, a frame having a flat base and cylindrical portion perpendicular to the base, with three identical sloped ledges on the inner wall of the cylindrical portion, and a frame insert with it's base having a complimentary profile to that of the ledges, whereby the insert is rotated and seated on the internal ledges in various positions corresponding to different heights.
