<p>PROBLEM TO BE SOLVED: To take out fluid without replacing a cover plate member during purging of liquid, sampling of fluid, or measurement of the pressure of fluid, to prevent leakage of fluid, and to improve workability without interference to a work. SOLUTION: A cover plate member of a stripping pipe blocks discharge fluid in a pipe through contact with the end flange 7a of a stripping pipe 7 to effect stripping of fluid in a pipe to the ground side. A communication hole 10 to effect intercommunication between the internal part and the external part of the stripping pipe 7 is situated in a state to be mounted on the flange 7a. A female screw part 5a is formed in the communication hole 10, a closing plug tool 13 having a male screw part 13a threadedly engaged with the female screw part 5a is threadedly engaged with and coupled to the female screw part 5a from the internal side of the stripping pipe 7 with a sealant 14 located therebetween. A rotation operation part rotationally operated from an external part through the communication hole 10 is situated at the closing plug tool 13. Along with screwing operation of the closing plug tool 13 to the external side of the stripping pipe 7 through the rotation operation part, discharge of the fluid is blocked. Along with screwing operation to the internal side of the stripping pipe 7, the fluid is discharged to the external part of the stripping pipe 7.
