PROBLEM TO BE SOLVED: To reduce calculation time and to attain real time encoding in image compression by adopting an encoding mode for applying a minimum energy parameter, which does not exceed a prescribed magnification, for each block of P and/or B picture. SOLUTION: The inter-picture energy of an inter-macro block is expressed by a prescribed formula and relative energy Mdfd in an intra-encoding mode is determined by the sum of the absolute values of luminance x(i, j) of a pixel of the block and the difference of an average value (bl.arr.lum) of luminance, namely, by an formula. This parameter Mdfd is used for selecting the DCT mode of frame or picture. A mode for applying the minimum momentum in the local block of the macro block is selected, the picture or frame DCT encoding mode of smaller Mdfd is selected and when the parameter Mdfd of picture is coincident with that of frame, picture DCT encoding is executed. |
