1. A base station that, when receiving a random access preamble transmitted from a plurality of user terminals in a contention based random access procedure, transmits a random access response to the plurality of user terminals, comprising:
a controller configured to select, when receiving a plurality of connection request messages transmitted by the plurality of user terminals in response to the random access response, a connection request message that satisfies a predetermined condition from among the plurality of connection request messages and to transmit a contention resolution message corresponding to the selected connection request message. |
