PROBLEM TO BE SOLVED: To greatly reduce the labor for material control by facilitating control of materials required in commodity development. SOLUTION: The server is equipped with a bulletin board where the specification of a commodity and the scheduled date of sale are to be entered. An orderer's terminal and an order receiver's terminal are connected to the server through a network. When the specification of the commodity and the scheduled date of sale are entered on the bulletin board, plural steps of a development process prescribed relative to each commodity, the period of time until finish of each step determined by backward calculation from the scheduled date of sale, and the kind of the material/instrument required in each step are determined and displayed on the bulletin board in the server. The bulletin board is equipped with a renewal date column where the production date of the material/instrument is to be entered as a renewal date from the order receiver's terminal, a confirmation date column where the confirmation date of the material/ instrument is to be entered as a confirmation date from the orderer's terminal, and a confirmation state column where the confirmation result is to be entered.
