PROBLEM TO BE SOLVED: To provide a prepreg capable of suppressing the generation of fluff on its surface. SOLUTION: Organic fibers 4 are processed by papermaking technique to form a wet type nonwoven fabric sheet 1. A plurality of the wet type nonwoven fabric sheets 1 are superposed one upon another so that the wire surface 2 of each of the wet type nonwoven fabric sheets is turned to the outside and treated under heating and pressure to form a base material to be used. The wire surface 2 high in the density of the organic fibers 4 appears on the surface of the base material to show a surface state hard to generate fluff.
