PROBLEM TO BE SOLVED: To easily determine optimum operating action and operation quantity, dispensing with complicated rule-based updating work. SOLUTION: A plurality of operation data are inputted in order by an operation data input part 3, and latest status data, result data and past time-series process data are inputted by a process data input part 4. Evaluation indexes are respectively computed from the prediction values of the result data after the lapse of prescribed time, computed on the basis of the inputted operation data, latest status data, result data and past time-series process data. A plurality of evaluation indexes corresponding to a plurality of inputted operation data are outputted by an evaluation index output part 12. Optimum operating action and operation quantity can thereby be easily determined always reflecting the latest process state.
