PROBLEM TO BE SOLVED: To lighten the burden in processing at each node, etc., in regard to SLA control and acquisition of SLA-controlled results information. SOLUTION: Each node has a second storage part 23-3b which stores a received tracking processing packet, a third storage part 23-3d which stores a received SLA control packet, a tracking processing execution part 23-ea which executes the program within the tracking processing packet and stores the path information of the transfer packet in a tracking processing packet, according to the passage under specified conditions of the transfer packet, an SLA control packet execution part 23-3c which executes the program within the SLA control packet and controls the transfer state of the transfer packet and stores the controlled result information in an SLA control packet, a stationary packet transmitting part 23-4 which sends out the stored tracking processing packet and the SLA control packet to a sending-out path for the transfer packet, a third storage part 23-5a which stores the received information collection packet, an itinerant active packet execution part 23-5 which stores the SLA- controlled results information in the information collection packet, and an itinerant active packet transmitting part 23-6 which sends out the stored information collection packet to a sending path for a transfer packet.
