PROBLEM TO BE SOLVED: To provide a video data conversion processing device that allows a user to view a video image in real time even when the processing device uses a network whose data transfer rate is comparatively slow such as a network for a mobile telephone and a personal digital assistant PDA and to provide a video conversion service employing the device. SOLUTION: The conversion processing device applies conversion processing to video data sent from a video data server device to a video display terminal via a communication network and includes at least a network access means 6, a network quality observation means 12 that acquires the quality of the network, a database 11 that stores the processing capability of the terminal, the quality of the network, and video data information, a format conversion means 8 that converts a format of the video data, a data processing means 9 that processes the video data to have a prescribed data size, a data control management means 10 that references information stored in the database to decide the prescribed data size, and a buffer unit 7. |
