PROBLEM TO BE SOLVED: To provide a diffuse reflection plate for display element through which no moire fringe is observed. SOLUTION: The diffuse reflection plate has a finely uneven surface formed on the surface of a substrate so that many recessed parts or projection parts of the diffuse reflection plate are successively formed in two crossing directions. The direction between a specific recessed part or projection part and a recessed part or projection part in a diagonal direction is made to be at 0 to <5 deg. to the direction of regular arrangement of the adjacent pixels of a display element. The diagonal arrangement interval of the recessed parts and projection parts and the arrangement interval of the adjacent pixels of the display element satisfy (a) n+0.35<=2.P/S<=n+0.65., where P is the arrangement interval of adjacent pixels of the display element, S is diagonal arrangement interval of the recessed or projection parts, and (n) is an arbitrary natural number.
