PROBLEM TO BE SOLVED: To provide a flame-retardant resin material which can realize flame retardancy at a higher level than those hitherto known and impart excellent heat resistance (resistance to thermal decomposition) and excellent moisture resistance, and a flame-retardant resin composition obtained using the same. SOLUTION: The flame-retardant resin material comprises a phenol-based condensate obtained by condensing via an aldehyde compound (D) a polyaromatic compound, obtained by reacting a phenolic compound (A) with an aromatic compound (B) other than the phenolic compound, with a heterocyclic compound (C) bearing a nitrogen atom as a heteroatom, or an epoxy resin obtained by glycidyl-etherifying the phenol-based condensate.
