<p><P>PROBLEM TO BE SOLVED: To provide a system LSI which is capable of dynamically quickly controlling clocks in multiple frequencies ranging from a high-speed to a low- speed operation mode, and in which a user can select a low power system that is the most suitable for his own system. <P>SOLUTION: The system is provided with; a ROM 551 storing a clock control library for use in performing transition of the clock state between normal operation modes; and a system control circuit 534, which has a register and performs the transition of the clock state between the normal and special mode operations by a change of the register value, and also performs the transition of the clock state between the normal operation modes depending on the clock control library. By an application program, the clock control library is called and the change of the register value is controlled.
