PURPOSE: A PTC(Positive Temperature Coefficient) heater is provided to increase the heating value in a low voltage condition by connecting a PTC device and an electrode in parallel. CONSTITUTION: Upper and lower metal heating radiation units(10,11) have corrosion resistance and heat resistance and include grooves. Upper and lower PTC devices(12a,12b) are installed on the grooves within the upper and lower metal heating radiation units(10,11) and have electric conductive electrodes printed on at least two more surfaces thereof. An insulating film(18) is wound to a lower end of an electric conductive electrode plate(14) installed within the upper and lower PTC devices(12a,12b). A packing unit(16) is inserted into the upper and lower metal heating radiation units(10,11) in order to prevent the penetration of cooling water. At least one fixing bolt(30) and a nut(32) fix the upper and lower metal heating radiation units(10,11). An electric connecting terminal is installed on a lower portion of the electric conductive electrode plate(14) in order to short the electric conductive electrode plate(14). A terminal fixing bolt fixes the electric connecting terminal.
