<P>PROBLEM TO BE SOLVED: To support the reduction of any load and anxiety to be imposed on the person concerned in performing registration. <P>SOLUTION: When an application for the change of information(registration information) registered in a register is made, not only a database in which registration information is stored but also a database in which temporary registration information is stored are provided. Then, new records are prepared, and contents prior to change and contents posterior to change are registered, and the approval of the person concerned and the interested parties is registered.
