PROBLEM TO BE SOLVED: To provide a license vending system of a digital content, which manages a license of digital content data and realizes appropriate circulation of the digital content.

SOLUTION: The electronic license vending system is provided with a purchase certification generation means 101 generating a purchase certification 404 based on a license purchase request which a client terminal 300 emits via a network, a purchase certification supply means 201 returning the purchase certification 404 to the client terminal 300 via the network and confirming reception of the purchase certification 404 sent by the client terminal 300, a settlement means 202 settling selling and buying only when the client terminal 300 receives the purchase certification 404 and a license generation means 102 receiving the purchase certification 404 from the client terminal 300 via the network and generating license information corresponding to the purchase certification 404.
