PROBLEM TO BE SOLVED: To inform other viewers of attribute information of a content before the start time of viewing, which is set when making an application for viewing the content, to prompt them to simultaneously view the content and to accept applications for simultaneously viewing the content from other viewers to set a charge corresponding to the number of viewers or the like.

SOLUTION: A content distribution device 20 is connected to a content reception terminal 11 through a transmission line 1 and has a customer management part 21, a content management part 22, and a control part 23 and sets the start time of viewing about a content when accepting an application for viewing from a viewer 13 wanting to view the content and informs other viewers of attribute information including at least the start time of viewing and a fundamental charge for viewing and accepts applications for simultaneously viewing the content from other viewers. The content distribution device 20 counts and stores the number of viewers wanting to simultaneously view the content and sets the charge for the content on the basis of the stored number of viewers and the fundamental charge for viewing.
