PROBLEM TO BE SOLVED: To provide a head end apparatus provided with a digital tuner, converting a video audio signal outputted from the digital tuner into an analog television broadcast signal and retransmitting the broadcast signal to terminals, and capable of automatically and surely updating the operating program of the digital tuner on the basis of downloaded data distributed from a broadcasting station. SOLUTION: The head end apparatus 10 is provided with demodulator-modulator section 20 provided with a BS digital tuner 30 and a modulator 50 for generating an analog television broadcast signal from the video and audio signal demodulated/selected by the tuner 30. The tuner 30 ordinarily selects/demodulates a BS digital broadcast but automatically updates the operating program on the basis of downloaded data from the broadcasting station when the operating mode of the tuner 30 is switched by a command received from a control unit 60 at a preset date and time.
