PURPOSE: A device for transmitting and receiving images, voices and other information using a vertical blanking interval of a composite video signal in a closed circuit television system is provided to transmit the images, voices and other information items through a single video cable. CONSTITUTION: A device for transmitting and receiving video information, audio information and other information items includes a digital signal processor for processing a video information signal input from a CCD(Charge Coupled Device), a voice ADC(Analog Digital Converter) for converting a voice into a digital signal, and a detector for detecting a monitoring signal. The device further includes an alert synthesizer for generating an alert sound from the detected signal, a voice DAC(Digital Analog Converter) for outputting the alert sound to a speaker, a data composer for composing an image, a sound and information, and a video encoder for generating a composite video signal.
