<P>PROBLEM TO BE SOLVED: To obtain positional information of a user terminal at a most appropriate timing and distribute information interlocking with the positional information. <P>SOLUTION: A judgement part 203 judges state of a user 1 based on an action program table which is stored in an action program table part 212 and positional informtion history of the user terminal 10 which is stored in a positional information history part 213. In the case that the user 1 is judged to be in an information distributable state, an output part 204 transmits distribution information to the user terminal 10 via a communication network 100. In addition, the judgement part 203 determines measurement time based on the judgement result of the state of the user 1. A measurement part 201 judges whether the determined measurement time is elapsed or not.
