During the season without heat demand a steam condenser (6) for the steam turbine (4) of the power plant has a heating capacity N when cooled by a cooling tower (7). During the heating season the condenser is operated at a higher temperature, as required for supplying heat to a consumer (9), but with the tower partially or completely disconnected. - The resultant reduction of the specific expansion and heating capacity of the turbine is compensated by increasing the steam parameters and steam output of a gas turbine exhaust heat recovery boiler (3) with supplementary combustion (11). Additional waste heat or industrial boilers may be incorporated or replace the gas turbine unit.
