PURPOSE:To alleviate a stress applied to a wire, to accelerate and to automate a winding work by controlling the rotation of a wire drum by a position detection signal of a rotary shaft attached with a winding frame and a tension detection signal of the wire so that its tension becomes constant. CONSTITUTION:A wire 5 wound on a wire drum 13 is wound through a tension applying mechanism 12 on a winding frame 1. A cam 9 and a position detector 10 are provided at one end of a rotary shaft 7 for rotating the frame 1 to always obtain a position detection signal of the frame 1. A tension detector 18 is provided in the mechanism 12 to obtain a tension detection signal of the wire 5. The rotating speed of a motor 19 for driving the drum 13 is so controlled that the tension of the wire 5 becomes constant on the basis of the position detection signal and the tension detection signal. Thus, the winding work can be accelerated and automated.
