摘要 PURPOSE:To provide high-accuracy motion vector detection and motion compensation without increasing a calculated variable so much by detecting panning only with horizontal and vertical two-dimensional vectors. CONSTITUTION:Corresponding to an input image signal, a predictive image signal for a preceding frame is provided from a vector switching and motion detector 107 and as difference between the input image signal and the predictive image signal, a predictive error signal is provided from a subtracter 109 and inputted to encoding parts (110-112). A motion vector detector 104 detects an image motion vector for each divided block, and a representative motion vector detector 106 detects the image motion vector of an area smaller than one frame. When panning is detected by a panning detector 105, a transmission motion vector switcher 119 applies the representative motion vector to a variable length encoder 112 so as to encode and transmit this vector. When the representative motion vector is transmitted, at the decoder, motion compensation for each divided block is not performed.
