PURPOSE:To simply interconnect a coder and a decoder different from a code route. CONSTITUTION:The converter is provided with a control circuit 32 discriminating a code rate of the coder and the decoder from an input code 41 and an output parameter 43 to provide an output of an output control signal 44 and a coefficient control signal 45, a decoding circuit 22 decoding the input code 41 into an orthogonal transformation coefficient and an inverse quantization circuit 23. The orthogonal transformation coefficient is controlled in response to a control signal 45 from the control circuit 32 for each block by a coefficient processing circuit 33. After the coefficient is quantized by a quantization circuit 5, the result is coded by a coding circuit 6 and fed to a switch circuit 35 via an output buffer 34. The switch circuit 35 selects an output code 42 based on the control signal 44 from the control circuit 32 to provide an output. |
