PURPOSE: To obtain a water-based developable photosensitive element suitable for formation of a flexographic printing plate. CONSTITUTION: This water-based developable photosensitive element consists of a base and a photosensitive layer formed thereon. This photosensitive layer consists of (a) a binder consisting of at least one kind of solid elastic compsns. which are formed by removing water from the aq. dispersion of elastic polymers, which dispersion has at least one kind of polymer stabilizers consisting of a compd. having a solid-liquid intermediate boundary and having the hydrophobic parts and hydrophilic parts adsorbed at this boundary and which hydrophilic parts are oriented apart from the surfaces of the elastic polymers, (b) at least one kind of ethylenic unsatd. monomers or oligomers and (c) a photoinitiator system.
