PURPOSE: To efficiently obliquely cut the stem of seedlings in grafting of seedlings without inviting lowering of taking ratio of grafting. CONSTITUTION: A nozzle body 11 for jetting high pressure water flow to the stem 1a of seedling 1a so as to cut the stem by the high pressure water flow is moved so as to obliquely incline the nozzle body 11 by a proper angleθto the axial line of the stem in nearly perpendicular direction to the axial line of the high pressure water flow in the state in which the axial line 11a of the high pressure water flow is kept in nearly transverse to the axial line of the stem 1a and cut the stem 1a.
