PURPOSE: To provide a developer and a development replenisher soln. excellent in stability in development, shelf stability and developing ability and capable of processing positive type and negative type PS plates in common with each other and to provide a developing method using them. CONSTITUTION: This developer has buffer action at pH11.5-13.5 and contains at least one kind of compd. selected from among silicic acid, phenol, saccharides, oximes and fluorinated alcohols and a compd. represented by formula I or II. In the formulae I, II, each of R<1> -R<10> is 1-12C alkyl, cycloalkyl, hydroxyalkyl, unsubstd. or alkyl substd. benzyl or optionally substd. phenyl, each of Z1 -Z3 is N<+> , P<+> , S, As, Sb, I, Sn or B<-> , when each of Z1 -Z3 is N<+> or P<+> , each of X<1> -X<3> is an anion other than OH<-> , when each of Z1 -Z3 is B<-> , each of X<1> -X<3> is a cation, and (n) is an integer of 1-5. |
